Douglas Martin
Development International
Douglas Martin developed the Community Partnership Center program, which has evolved into the Community Partnership Center Foundation. Mr. Martin is President/CEO of Development International (DI), which he founded to partner with communities both at the local and regional levels to help them empower themselves to utilize resources and assets available through various multilateral relations, and to do this in a manner that contributes simultaneously to their collective cultural, social, environmental, and economic welfare. DI strives to help each partner community determine and implement for itself whatever it considers the right development for its place-based context. Mr. Martin evolved the DI mission from a service outreach approach developed over three decades as an independent program development consultant in the multicultural and international context; focusing on cultural diversity, multicultural communication and education, local empowerment, and social justice. Mr. Martin has served as a consultant to US Government agencies for the implementation, monitoring, and evaluation of cultural diversity programs; served as a technical reviewer for multicultural education, language preservation, and economic development programs for the US Department of Education, Fund for the Improvement of Post-Secondary Education (FIPSE) and the US Department of Health and Human Services Administration for Native Americans (ANA); and has been involved extensively in community development and stakeholder empowerment initiatives through social service and civil society organizations, and American Indian governmental and organizational entities.

Kenneth Y. Kaneshiro
Hawaii Exemplary State Foundation
As the President/CEO of the Hawaii Exemplary State Foundation (HESF), Kenneth Kaneshiro coordinates the network of education, environmental, and civil society organizations that offers to communities widely diverse services that can be facilitated through the CPC Foundation in a model systems approach to community development initiatives. Dr. Kaneshiro founded HESF to develop, implement, and disseminate a comprehensive, integrated systems approach model based on the coordinated collaboration of government agencies, civil society organizations, and academic institutions. HESF helps empower local and regional communities to ensure their own resiliency, sustainability, continuity, as well as their ability to thrive socially, culturally, economically, and environmentally. Dr. Kaneshiro is the Director of the Center for Conservation Research & Training at the University of Hawaii-Manoa, and the Executive Director of the Hawaii Conservation Alliance. He is a former member of the National Ecological Observatory Network (NEON) Planning/Design Committee, and a member of the Board of Trustees of The Nature Conservancy of Hawaii. His current research and advisement focuses on a systems thinking approach towards sustainability and resilience, including in the areas of biofuel, biochar technology, biodiversity, and conservation biology. His work is also on display in the permanent exhibit titled “Explore Evolution” in several Natural History Museums in the United States. His leadership in the field of conservation biology focused on the Hawaiian Islands earned him the Distinguished Service in Conservation Biology by the Hawaii Conservation Alliance in 2003.

Darryll Wong
Hawaii Exemplary State Foundation
Darryll Wong is a founding director of the Hawaii Exemplary State Foundation (HESF), and served as the Adjutant General of the National Guard for the State of Hawaii (HIANG) during the previous gubernatorial administration. Through his involvement with the US Pacific Command (PACOM) he has established close cooperative working relationships with numerous national leaders throughout the Pacific Rim. As Adjutant General, he initiated the Hawaii Exemplary State Initiative, which established a cooperative approach to addressing community risk factors, including environmental mitigation and disaster preparedness, through coordination among the DoD, state and local public agencies, the local commercial community, civil society organizations, and academia. Under his leadership, the Hawaii Exemplary State Foundation was created to provide an organization to serve as a clearinghouse for activities to be undertaken through HESF associated entities. As State Adjutant General, MajGen Wong oversaw the training and readiness of the 5,500 soldiers and airmen of the Hawaii National Guard. As Director of Emergency Management, he provided direct support to the Office of Veterans Services, and was the Homeland Security Advisor to the Governor. As HIANG Commander, he was responsible for developing the Hawaii Air National Guard’s strategic and contingency operational plans. He commanded an organization consisting of one of the largest and most diversified Air National Guard Wings with three operational flying squadrons and the Hawaii Regional Operations Control Center.
